Sam was elected to represent the North Wales Electoral Region at the 2021 Welsh Parliament Elections. He had previously stood for the Vale of Clwyd constituency in the 2016 election, where he secured the biggest swing to the Conservative Party in Wales. After his election Sam was appointed as the Conservative Party’s Shadow Minister for Local Government in Wales. He was appointed the Shadow Minister for Health in April 2024.
Sam is a member of the Welsh Parliament’s Health and Social Care Committee, as well as the Covid-19 Inquiry Special Purpose Committee. He also laid a Member Bill on Outdoor Education in November 2023, which would have guaranteed every child in Wales a residential outdoor education trip away from home at some point during their education.
Prior to his election, Sam was the Leader of Conwy County Borough Council between 2019 and 2021. He worked as a Credit Risk Manager for HSBC between 2009 and 2019.
Sam was first elected to both Conwy County Borough and Abergele Town Councils in 2008, and stood down at the 2022 Local Government Elections. He served as Abergele’s youngest ever Mayor between 2015 and 2016.

Cafodd Sam ei ethol i gynrychioli Rhanbarth Etholiadol Gogledd Cymru yn etholiad Senedd Cymru 2021. Roedd wedi sefyll dros etholaeth Dyffryn Clwyd gynt yn yr etholiad yn 2016, pan sicrhaodd y gogwydd mwyaf i’r Blaid Geidwadol yng Nghymru. Ar ôl ei ethol, cafodd Sam ei benodi’n Weinidog Llywodraeth Leol y Blaid Geidwadol yng Nghymru. Cafodd ei benodi’n Weinidog Iechyd yr Wrthblaid ym mis Ebrill 2024.
Mae Sam yn aelod o Bwyllgor Iechyd a Gofal Cymdeithasol Senedd Cymru, yn ogystal â’r Pwyllgor Diben Arbennig Ymchwiliad Covid-19. At hynny, gosododd Fil Aelod ar Addysg Awyr Agored ym mis Tachwedd 2023, a fyddai wedi sicrhau taith addysg awyr agored breswyl oddi cartref i bob plentyn yng Nghymru ar ryw adeg yn ystod ei addysg.
Cyn ei ethol, Sam oedd Arweinydd Cyngor Bwrdeistref Sirol Conwy rhwng 2019 a 2021. Bu’n gweithio fel Rheolwr Risg Credyd i HSBC rhwng 2009 a 2019.
Cafodd Sam ei ethol yn gyntaf i Gyngor Bwrdeistref Sirol Conwy a Chyngor Tref Abergele yn 2008, a thynnodd ei enwebiad yn ôl yn etholiad Llywodraeth Leol 2022. Bu’n gwasanaethu fel Maer ifancaf erioed Abergele rhwng 2015 a 2016.
