Sam Rowlands MS for North Wales has called for immediate action to help local authorities deliver services to their communities.
Speaking in the Senedd, Mr Rowlands, Shadow Minister for Local Government asked Finance Minister, Rebecca Evans what steps they were taking to support councils.
He said:
Councils are often at the front line with many pressures that communities are currently facing which have a knock-on effect to pressures within councils.
I am sure you would have taken note of the BBC article over the weekend where the WLGA and council leaders were highlighting some of the pressures that they're facing. Some of these are financial, but some of them also present themselves in other ways, whether it be through difficulties around recruitment at times or around housing pressures—we're seeing a significant increase in demand in those areas.
Is there any immediate action that you'll be taking within the legislative programme to make sure our councils do have the capacity to deliver the services that we all rely on?
The Minister said they had approached all local authorities in order to understand what they see as the particular administrative burden and a report on this would be expected in a couple of months.
Sam Rowlands AS yn galw ar Lywodraeth Cymru i sicrhau bod gan gynghorau'r gallu i ddarparu gwasanaethau
Mae Sam Rowlands, AS Gogledd Cymru, wedi galw am weithredu ar unwaith i helpu awdurdodau lleol i ddarparu gwasanaethau ar gyfer eu cymunedau.
Wrth siarad yn y Senedd, gofynnodd Mr Rowlands, Gweinidog Llywodraeth Leol yr Wrthblaid i'r Gweinidog Cyllid, Rebecca Evans pa gamau oedd ar waith i gefnogi cynghorau.
Dywedodd:
Mae cynghorau yn aml yn y rheng flaen yn ymdrin â’r pwysau y mae cymunedau'n ei wynebu ar hyn o bryd, a hynny'n cael sgil effaith ar bwysau o fewn cynghorau.
Rwy'n siŵr y byddwch wedi nodi erthygl y BBC dros y penwythnos lle’r oedd arweinwyr cynghorau a Chymdeithas Llywodraeth Leol Cymru’n sôn am y straen y maen nhw’n ei wynebu. Pwysau ariannol yn rhannol, ond gwelir pwysau o gyfeiriadau eraill hefyd, er enghraifft anawsterau wrth recriwtio ar adegau neu broblemau yn ymwneud â thai – rydym yn gweld cynnydd sylweddol yn y galw yn y meysydd hynny.
A oes yna unrhyw gamau sydyn y byddwch chi'n eu cymryd o fewn y rhaglen ddeddfwriaethol i sicrhau bod gan ein cynghorau'r gallu i ddarparu'r gwasanaethau rydym i gyd yn dibynnu arnynt?
Dywedodd y Gweinidog ei bod wedi cysylltu â phob awdurdod lleol er mwyn deall yr hyn maen nhw'n ei weld fel y baich gweinyddol penodol a’i bod yn disgwyl adroddiad ar hyn mewn ychydig fisoedd.
