Speaking in a Welsh Conservative debate on mental health services, Sam drew attention to the damning Holden Report on mental health services in North Wales. The report found that mismanagement within the Betsi Cadwaladr University Health Board led to a culture of bullying amongst staff and a complete breakdown of patient care. Vulnerable individuals who should have been kept safe in hospital were neglected and came to harm. The First Minister, Mark Drakeford, was responsible for overseeing the Health Board at the time. His Welsh Government owe the patients, staff and families involved an apology.

Canfu’r adroddiad fod camreoli ym Mwrdd Iechyd Prifysgol Betsi Cadwaladr wedi arwain at ddiwylliant o fwlio ymysg staff a diffygion enfawr yn y gofal i gleifion. Roedd unigolion agored i niwed a ddylai fod wedi cael eu cadw’n ddiogel yn yr ysbyty yn cael eu hesgeuluso ac yn dioddef niwed. Y Prif Weinidog, Mark Drakeford, oedd yn gyfrifol am oruchwylio’r Bwrdd Iechyd ar y pryd. Mae angen i’w Lywodraeth Cymru ymddiheuro i’r cleifion, y staff a’r teuluoedd perthnasol.
