Sam Rowlands MS for North Wales has called on the First Minister to do more to help developers build more houses.
Speaking in the Senedd, Mr Rowlands, Shadow Minister for Local Government said:
There are around 14,000 people in Wales currently in temporary accommodation. In evidence-taking through the Local Government and Housing Committee recently, councils and council leaders, whilst recognising that funding is part of that challenge, talked about the lack of housing supply which they are finding particularly challenging at the moment.
First Minister, you mentioned the ambition to deliver those 20,000 low-carbon social homes, but there are barriers at the moment that developers are facing and one of those is around the phosphate regulations.
There is an example in my region of North Wales where, in a field on the English side of the border, new social houses are being built, and in a field on the Welsh side of the border, those houses aren't able to be built because of the phosphate regulations. So, people in Wales are not having the houses built that are required for them.
What action will you be taking to accelerate this ambition to deliver on those homes, rather than us standing here again, in two and three years' time, talking about the homelessness challenge we face.
Mark Drakeford said the phosphate issue was genuine and he was planning to meet with major players in this area to discuss further early in the New Year.

Mae Sam Rowlands AS Gogledd Cymru wedi galw ar y Prif Weinidog i wneud mwy i helpu datblygwyr adeiladu rhagor o dai.
Wrth siarad yn y Senedd, dywedodd Mr Rowlands, Gweinidog yr Wrthblaid dros Lywodraeth Leol:
Mae tua 14,000 o bobl yng Nghymru yn byw mewn llety dros dro ar hyn o bryd. Mewn tystiolaeth a gafwyd drwy’r Pwyllgor Llywodraeth Leol a Thai yn ddiweddar, bu cynghorau ac arweinwyr cynghorau’n sôn am sefyllfa hynod heriol y diffyg cyflenwad tai ar hyn o bryd, gan gydnabod bod cyllid yn rhan o'r her honno.
Brif Weinidog, fe sonioch chi am yr uchelgais i ddarparu'r 20,000 o gartrefi cymdeithasol carbon isel, ond mae datblygwyr yn wynebu rhwystrau ar hyn o bryd gan gynnwys y rheoliadau ffosffad.
Mae yna enghraifft yn fy rhanbarth i yn y Gogledd, lle mae tai cymdeithasol newydd yn cael eu codi mewn cae ar ochr Lloegr o'r ffin, ond nid mewn cae ar ochr Cymru o'r ffin oherwydd y rheoliadau ffosffad. Felly, dyw'r tai angenrheidiol ddim yn cael eu hadeiladu ar gyfer pobl yng Nghymru.
Pa gamau fyddwch chi'n eu cymryd i gyflymu'r uchelgais i ddarparu'r cartrefi hynny, yn hytrach na'n bod ni'n sefyll yma eto ymhen dwy a thair blynedd, yn trafod yr her ddigartrefedd sy'n ein hwynebu.
