Sam Rowlands, Member of the Welsh Parliament for North Wales, has called for more to be done to help local authorities in his region deliver their local development plans.
Mr Rowlands, Shadow Minister for Local Government, was commenting during First Minister’s Questions after members were told that Wrexham County Borough Council had recently rejected their LDP.
Mark Drakeford said that the Welsh Government sets the framework for drawing up local development plans and it was a matter for each local planning authority to fulfil its statutory duty to prepare a sound local development plan.
He said Wrexham council needed to face up to its responsibilities and makes the right decision.
Mr Rowlands said:
It is one thing developing a local development plan, it is another delivering on it. For many local authorities in North Wales, they are struggling to deliver on local development plans because of the phosphates legislation and regulations that are in place at the moment.
We know that there are nearly 1,000 social homes in North Wales that are not able to be developed because of the phosphates legislation, preventing many people having homes built and supporting our homelessness crisis here in Wales.
He asked the First Minister for an update on a summit around phosphates held earlier this year.
Mark Drakeford said there would be a further meeting of all partners before the summer is over.
Mr Rowlands added:
I was very disappointed to hear the First Minister’s comments about Wrexham council, for too long now the needs of our local authorities and residents of North Wales have been ignored. They are all struggling and need help not criticism.

Mae Sam Rowlands, Aelod o’r Senedd dros Ogledd Cymru, wedi galw am wneud mwy i helpu awdurdodau lleol yn ei ranbarth i gyflawni eu cynlluniau datblygu lleol.
Roedd Mr Rowlands, Gweinidog Llywodraeth Leol yr Wrthblaid, yn rhoi ei sylwadau yn ystod Cwestiynau'r Prif Weinidog ar ôl i aelodau gael gwybod bod Cyngor Bwrdeistref Sirol Wrecsam wedi gwrthod eu CDLl yn ddiweddar.
Dywedodd Mark Drakeford fod Llywodraeth Cymru yn gosod y fframwaith ar gyfer llunio cynlluniau datblygu lleol a'i fod yn fater i bob awdurdod cynllunio lleol gyflawni ei ddyletswydd statudol i baratoi cynllun datblygu lleol cadarn.
Dywedodd fod angen i gyngor Wrecsam wynebu ei gyfrifoldebau a gwneud y penderfyniad cywir.
Meddai Mr Rowlands:
Un peth yw datblygu cynllun datblygu lleol, peth arall yw ei gyflawni. I lawer o awdurdodau lleol yng Ngogledd Cymru, maen nhw’n ei chael hi'n anodd cyflawni eu cynlluniau datblygu lleol oherwydd y ddeddfwriaeth a'r rheoliadau ffosffadau sydd ar waith ar hyn o bryd.
Rydyn ni’n gwybod bod bron i 1,000 o gartrefi cymdeithasol yn y gogledd na ellir eu datblygu oherwydd y ddeddfwriaeth ffosffadau, gan atal llawer o bobl rhag cael cartrefi wedi'u hadeiladu a chefnogi ein hargyfwng digartrefedd yma yng Nghymru.
Gofynnodd i'r Prif Weinidog am ddiweddariad ar uwchgynhadledd ynghylch ffosffadau a gynhaliwyd yn gynharach eleni.
Dywedodd Mark Drakeford y byddai cyfarfod pellach o'r holl bartneriaid cyn i'r haf ddod i ben.
Ychwanegodd Mr Rowlands:
Roeddwn i’n siomedig iawn o glywed sylwadau'r Prif Weinidog am gyngor Wrecsam, ac mae anghenion ein hawdurdodau lleol a thrigolion y Gogledd wedi cael eu hanwybyddu am lawer yn rhy hir. Maen nhw i gyd yn ei chael hi'n anodd ac mae angen help arnyn nhw, nid beirniadaeth.
