As the Shadow Minister for Local Government in the Welsh Parliament, Sam questioned the Welsh Government Minister for Finance and Local Government over their plans to reform Council Tax. Council Tax has been described as one of the most regressive taxes in the UK and now is the opportunity to make the most out of reform. Sam challenged the Welsh Government to rise to the challenge and deliver meaningful reforms, rather than simply tweaking an already broken system.

Fel Gweinidog Llywodraeth Leol yr Wrthblaid yn Senedd Cymru, gofynnodd Sam gwestiwn i Weinidog Cyllid a Llywodraeth Leol Llywodraeth Cymru am y cynlluniau i ddiwygio’r Dreth Gyngor. Mae’r Dreth Gyngor wedi’i disgrifio fel un o’r mathau o drethi mwyaf anflaengar yn y DU, ac mae hwn yn gyfle da i gyflwyno diwygiadau er gwell. Heriodd Sam Lywodraeth Cymru i ymateb i’r her a chyflwyno diwygiadau ystyrlon, yn hytrach na gwneud mân newidiadau i system sydd eisoes wedi torri.
